Frédéric Roussel

Chairman – ACTED Development Director

After graduating from the Paris Institute of Political Studies (Sciences-Po), Frédéric travelled extensively in numerous countries. In 1989 he settled in Afghanistan where he worked for several International Organisations and assisted the launch of several local NGOs. As co-founder and Development Director of ACTED, Frédéric focuses on constructing integrated and sustainable regional strategies for the organisation’s activities in developing countries. He closely monitored ACTED’s microfinance programs since 1997, and he has played an essential role in the creation and development of the OXUS Group.

Aurélien Daunay

ACTED Financial Director

As a graduate from the French School for Trade and Development (EICD3A), specializing in audit and finance, Aurélien has focused on development issues in Latin America. He started working in the international aid sector through cultural and associative projects in France and abroad (India and Western Africa), before joining ACTED in 2006. For ACTED, he worked on the development of tools for internal audit, risk management and transparency adapted to the non-profit sector. He acquired a strong knowledge of operational and financial management of humanitarian and development projects as Chief Financial Officer and Deputy Country Director in Sri Lanka and Area Coordinator for the Central African Republic. In 2010, he was appointed Audit, Legal & Transparency Director. He became financial Director of ACTED in June 2012.



Marie-Pierre Caley


Marie-Pierre obtained her Doctorate in geography from the Université de Paris 8 in 1991. After supporting two local NGOs in Afghanistan during two years, she co-founded the Kabul Emergency Project in 1992. In 1993, she co-founded the Agency for Technical Cooperation and Development (ACTED) in Afghanistan. Since then, as General Delegate of ACTED, she has opened offices and launched programmes in 25 countries in Eastern Europe, Asia, Africa, Latin America and the Middle East. Marie-Pierre also created ACTED Regional Platforms in India, Kenya and Jordan. She has been President of OXUS Development Network since 2005 when the OXUS Group was launched.

Sébastien Duquet

Chief Executive Officer

From 1995 to 2005, Sébastien worked for Arthur Andersen and Ernst & Young as a TAS Senior Director (Transaction Advisory Services). During those 10 years, he was involved in 73 transactions in the banking sector in France (takeover by HSBC of CCF, ..) and emerging markets (in Tunisia, Morocco, Bosnia, Serbia, Czech republic…). He became CEO of PlaNet Finance in June 2005.  Up to September 2009 as managing director of Planet Finance, he managed on a worldwide basis more than 200 programs of technical assistance in microfinance. He is also a co founder of FinanCités (microventure capital in France ) and PlaNet Guarantee (one of the largest worldwide broker in microinsurance). Since September 2009, Sebastien is in charge of the debt investments portfolio of responsAbility in Eastern Europe, Middle East, Caucasus and Central Asia (current portfolio size of 820 million USD invested in 103 organizations in the region). With around 2.6 billion USD of asset under management, responsAbility is one the world’s leading asset managers for  investments in sectors such as Microfinance, SME financing, Fair Trade, Energy and Education. Sébastien holds a diploma from the French Business School EDHEC (with a major in finance) and from the DESCF (Chartered Accountant).



Miryam Nouri

Head of Operations, Risks and Innovation

Miryam graduated from a French “Grande Ecole” in telecoms, finance, strategy and economy in 2006. She joined a strategy consultancy, where she gained a solid experience working extensively on business modelling, benchmarking, marketing and training activities for a range of banks and operators. She then worked as a mobile markets regulation project leader for the French telecom regulatory authority, involving interactions with peers at European, Asian and African regulatory authorities on varied mobile markets issues. From January 2012, Miryam worked on a range of innovative financial services assignments as a Horus Development Finance consultant. This included feasibility studies, business planning, coaching and market surveys, mainly in Sub-Saharan Africa, but also in South-East Asia and the Caribbean. Miryam joined the Oxus Group in April 2015.

Lucile Brachet

Operations Risks & Innovation Expert 

Lucile graduated from ESSEC Business School in 2013 and holds a Master of Science in Management with a specialization in Social Entrepreneurship and development issues. After various experiences in the non-profit sector, she worked as an M&E consultant for social businesses in Asia, Africa and South America. Then she is appointed by OXUS Group as Development Manager in OXUS affiliate in DRC to work on new financial products and services during  a year and a half. She joined Oxus Development Network in Paris as Operations Expert in May 2015.

Aidai Sultanbek

Junior Operations, Risks and Innovation Expert

Aidai graduated from the American University of Central Asia (AUCA) and holds a Bachelor’s Degree in Business Administration. After gaining experience as Project Manager in the consulting environment, Aidai joined OXUS in March 2016. As a Business Analyst, Aidai had been involved in CBS implementation projects of OXUS Kyrgyzstan and OXUS Tajikistan. In January 2018, Aidai was appointed as a Junior Operations Risks & Innovation Expert of OXUS Group and Project Manager of CBS Implementation Project for Oxus Tajikistan.
