In order to sustain its activities in its various MFIs, ODNhas been developing a microfinance MIS, Octopus Microfinance Software. ODN is looking for a Chief Technology Officer to head Octopus development unit. S/hewill be in charge of making relevant and efficient technological decisions related to development and deployment of Octopus. The incumbent will also participate to strategical decisions with regard to commercial issues related to the project. The position is based in Bishkek, Kyrgyzstan, and requires frequent travels. This position is to report to the Project Coordinator.

<p><strong>II. Tasks and Responsibilities:</strong></p>

<p>a)       Supervise technical team(12 staffs R&amp;D, technical support and implementation) based in Bishkek, Kyrgyzstan
<ul>
	<li>Streamline and optimise development process and environment (tools, servers, etc.);Responsible of the definition and implementation of the software development strategy to sustain Octopus project development;</li>
	<li>Rationalise specifications from clients and share them to development team;</li>
	<li>Supervise help desk;</li>
	<li>Link with external partners (developers, IT consultants, software and IT companies)</li>
</ul></p>
<p>b)       Liaise with commercial teams (5 staff), based in Paris, Dakar and Accra, to assess clients’ technical environment and needs;</p>

<p>c)       Prepare technical documentation for commercial purpose (call for tender, communication with partners);</p>

<p>d)       Financial reporting, management of Bishkekoffice;</p>

<p><strong>III. Qualifications and skills required:</strong></p>
<ul>
	<li>Equivalent master’s degree in project      management and MIS</li>
	<li>5 years of      experience in IT sphere required, with application development and      platform management knowledge;</li>
	<li>5      years of international development / experience in high level positions      with successful management experience. Proven track record of achievement      under a range of challenging situations desired.</li>
	<li>A skilled      leader with very strong technical, analytical, and business skills.      Excellent team builder, outstanding communication skills, organized,      pragmatic, result oriented, ability to work independently in different countries      with adaptation skills;</li>
	<li>Knowledge      of microfinance MIS, Core Banking Softwares and accounting practices      highly desired;</li>
	<li>Fluency in Englishis a prerequisite. Russian&amp; French, a      plus;</li>
	<li>Knowledge      of the context of developing countries</li>

<ul>
	<li>Experience with software development process (Agile methodology);</li>
	<li>Knowledge of Atlassian suite (JIRA, Confluence, Bamboo, etc.);</li>
	<li>Strong understanding of Microsoft tools of developments (.Net framework, C#);</li>
	<li>Strong understanding of network and servers (linux, Windows, IIS, RDP, apache, etc.);</li>
	<li>Experience with SQL Server and business intelligence tools (Pentaho, Crystal Reports, etc.);</li>

Under the supervision of the OXUS Board of Directors and the OXUS Group Management Team, the CEO will be responsible for achieving the following objectives and will have the following responsibilities:</p>

<strong>Strategic planning and performance management</strong>

<ul>

	<li>Implement a 5 year strategic management focusing on the long term sustainability, profitability, productivity of the organization as well as its transformation into a depository taking microfinance institution, and translate the Business Plan designed by Board into an effective action;</li>


	<li>Generate employee commitment, setting the performance standards required to achieve the short and long term objective and goals;</li>


	<li>Set financial and operational performance targets for all operations in the areas of outreach, sustainability, credit management, portfolio quality activities, human resources, administration, marketing, product development, fundraising and business development activities, and branch performance to ensure solid development in the local market;</li>


	<li>Ensure that all development of the institution’s activities comply with the local regulations and laws.</li>

In the context of Oxus Group development, Oxus Development Network is recruiting an Investment Intern. He (or she) will work under the direct supervision of Investment Officer and take part in all activities linked to the development of Oxus Development Network.

<p><strong>II. Responsibilities: </strong></p>

The Investment Intern will assist the Investment Officer in the following tasks :
<ul>
	<li>Identify countries which could be investment targets for Oxus;</li>
	<li>Prepare investment proposals: analysis of the financial sector      and the microfinance industry, analysis of the legal and regulatory      framework, preparation of business plans including technical assistance      plans, identification of potential investors/donors to complete      shareholding structure, application for grant funding to finance technical      assistance and training programs during the initial creation and      development phase of the MFIs;</li>
	<li>Provide support during negotiations with investors and the      investment process in close contact with the various counsels (legal, tax,      notary, …);</li>
	<li>Provide support during the pre-operational phase during      registration and launching of operations in new countries;</li>
	<li>Prepare, coordinate and/or perform feasibility studies and      various assessments;</li>
	<li>Provide support for the development of Oxus Group business plan      and strategy; provide support for Oxus Group fundraising;</li>
	<li>Monitors technical assistance grants and liaise with      donors/investors</li>
	<li>Provide support for the development and implementation of the      SAMN Investment Facilitation Initiative.</li>

OXUS is a microfinance group created in 2005 at the initiative of ACTED, the Agency for Technical Co-operation and Development, a French worldwide NGO. Capitalizing on ACTED’s 10 years experience in microfinance, OXUS currently features 3 MFIs, in Tajikistan, Kyrgyzstan and Afghanistan, while 2 more institutions are in the process of being created.

OXUS goal is to be operating in at least 10 countries by end of 2015.

In the context of Oxus Group development, Oxus Development Network is recruiting an Operations Intern. He (or she) will work under the direct supervision of Chief Operating Officer and take part in all activities linked to the management of operations of Oxus Development Network.

The Microfinance Intern will assist the Chief Operating Officer in the following  tasks :
<ul>
	<li>Oversee the efficiency, relevance and growth of Oxus operations      worldwide;</li>
	<li>Oversee the preparation and development of subsidiary business      plans;</li>
	<li>Provides technical assistance to subsidiaries in their strategy      implementation and operations;</li>

	<li>Promotes the implementation of new products and services;</li>

Octopus est un « social business » piloté par OXUS Development Network, la société de conseil du groupe OXUS. Le projet vise à renforcer l’efficacité, la transparence et la viabilité des institutions de microfinance (IMF) à travers un logiciel de gestion robuste et intuitif qui couvre l’ensemble des opérations de microfinance: (suivi des clients, prêts, épargne, comptabilité, rapports) et les services liés (formation, support technique, développement spécifique,…). L’approche d’Octopus diffère des autres logiciels par son savoir-faire et son expertise dans les méthodologies <em>Agile, lean management, </em>visant à rendre les IMF utilisatrices d’Octopus aussi autonomes et professionnelles que possible, afin d’améliorer l’accessibilité des services financiers aux plus pauvres.

&nbsp;

Octopus cherche actuellement à augmenter sa force commerciale. Octopus s’adresse à 3 types d’institutions de microfinance : les Institutions de microfinance de plus de 5.000 clients (qui achètent généralement leur logiciel sur appel d’offre), les IMF de plus de 1.000 clients et les plus petites structures ou « Greenfield » qui constituent 70% des demandes. Pour ces IMF, une formation terrain est difficilement envisageable financièrement et Octopus souhaite diversifier les canaux pour proposer son logiciel à cette cible : création d’une plateforme e-learning, structuration d’un réseau de revendeurs locaux.

L’objectif du stagiaire est d’assister le Business Developer dans le changement d’échelle d’Octopus à travers une mission commerciale/marketing et par la structuration des outils marketing d’Octopus.

<strong>II. </strong><strong>Mission:</strong></p>

<strong>Mission commerciale/marketing (environ 3/4 de temps) :</strong>

<ol>
	<li>Relation client : La stagiaire sera chargé de traiter l’ensemble des demandes spécifiques d’utilisateurs finaux ou de revendeurs locaux, d’être l’interlocuteur entre les clients et l’équipe technique d’Octopus et d’assurer le suivi de la relation client. Il sera en contact chaque mois avec une cinquantaine de clients (une trentaine de pays).</li>
	<li>Prospection : Il devra également effectuer une prospection active auprès des Institutions de Microfiunance (démarchage client, réponse aux appels d’offres, démonstrations du logiciel). Ces démarches commerciales s’accompagnent de veilles et analyses concurrentielles et d’études de marchés sur les pays stratégiques.</li>
	<li>Suivi du réseau de revendeur locaux : Octopus se base sur un réseau de revendeurs locaux dans une cinquantiane de pays : le stagiaire sera en charge du développement et de l’animation du réseau de revendeurs locaux et du suivi de leur activité.</li>
	<li>Communication : le stagiaire devra développer et alimenter régulièrement les outils de communication (publicité, participation à des forums sur la microfinance, présence Web), ainsi qu’animer  la communauté d’utilisateurs via le forum et le blog d’Octopus, les réseaux sociaux, les social media et la news letter.</li>

<strong>Développement des outils d’Octopus (environ 1/4 de temps) :</strong>

<ol>
	<li>Elearning : actuellement Octopus assure une présence web « grand public » grâce à son site institutionnel <a href="http://www.octopusnetwork.org/">www.octopusnetwork.org</a>, son compte Twitter, ses pages Facebook, Viadeo et Linkedin. Les informations spécialisées (pour les développeurs, les revendeurs) sont partagées sur le wiki (documentation en-ligne) et une plateforme de développement.</li>
	<li>L’objectif est de compléter ce dispositif par une plateforme e-learning en lien avec les guides d’installation et d’utilisation (actuellement sur le wiki). Le stagiaire sera en charge de l’ensemble du projet : conception, développement, production des contenus pédagogiques, mise en ligne, référencement, génération de trafic.</li>
	<li>Le stagiaire devra également parciper au test du logiciel et sera responsable de la mise à jour de la documentation en ligne (guide d’installation et guide d’utilisateur) en anglais et français.</li>

<strong>III. </strong><strong>Qualifications:</strong>
<strong> </strong>
<ul>
	<li> Etudiant à fort profil force de vente / proactif commercialement: école de commerce / master de gestion option Marketing ou étudiant en école d’ingénieur avec une forte sensibilité « développeur d’affaire ». (expérience en junior-entreprise serait un plus). Le candidat idéal a un minimum de culture marketing, mais peut être formé: l&#8217;important, c&#8217;est son énergie pour prospecter.</li>
	<li>Bilingue anglais : capacité à rédiger des manuels techniques et des outils de formation en français et en anglais. Capacité à répondre par téléphone de manière professionnelle à des demandes commerciales en anglais</li>
	<li>Intérêt pour le secteur de la microfinance et du Social Business. une première expérience en microfinance et/ou dans un pays en développement serait un plus.</li>
	<li>Connaissances e-marketing / e-reputation / monétisation de site web / Réseaux sociaux / Google Analytics. Développement de sites web et connaissance de WordPress serait un « plus ».</li>

Under the supervision of the Chief Executive Officer of OXUS DRC, the COO will be responsible for achieving the following objectives and will have the following responsibilities:

	<li>Implement a 5 year strategic plan focusing on increasing the outreach of the microfinance institution through the opening of new branches, growth of the existing branches and development of new credit products;</li>
	<li>Lead the process to offer deposit taking services to client;</li>
	<li>Develop new value added services like microinsurance, mobile services etc.</li>
</ul>

	<li>Supervise the Regional Managers, Branch Managers and Loan Officers and provide them with adequate support to make sure that collections are always on time and that the quality of the portfolio remains over requirements;</li>
	<li>Lead the delinquency management strategy, including legal actions against customers and employee when appropriate.</li>

	<li>At least 2 years of management experience, ideally in a post conflict context;</li>
	<li>Advanced computer skills and proficient in MS Office Suite;</li>
	<li>Fluency in French and English with strong written and verbal communication skills;</li>
	<li>Excellent analytical, communication and interpersonal skills, and experience in people management;</li>
	<li>Ability to work in a challenging environment with poor infrastructure and human capacities and difficult security conditions;</li>
	<li>Highly motivated with a strong interest in development and social issues.</li>
