About OXUS Afghanistan : Created in 2007 with funding from MISFA, OXUS Afghanistan was able to build on ACTED’s experience and past programmes in the country, in particular a micro-loan initiative to provide farmers with seeds and tools for sowing. OXUS Afghanistan operates 19 branches across the country and is one of the largest microfinance provider in the country.


  1. Ensure the timely provision of required manpower and manage the recruitment process.
  2. Draft job descriptions and post vacancy announcements on the relevant supports.
  3. Assesses the candidate’s performance and give his opinion on the person to be recruited.
  4. Running reference check for all employees.
  5. Maintain staff benefits & compensations, and other related issues.
  6. Conduct orientation for National and Expatriate staff.
  7. Update the separated staff lists of all branches and Country Office on monthly basis.
  8. Assist and advise all national staff on their entitlements.
  9. Handle all separations such as Termination, Resignation, Non-Renewal of Contracts and Relocation of staff.
  10. Assist in the employees performance appraisals.
  11. Issue job certificates, Memo, and potentially letters of recommendations.
  12. Contribute to the improvement and the implementation of HR polices and procedures.
  13. Monitor and supervise the filing system.
  14. Control the monthly Payroll reports, leave balances.
  15. Create and update all data concerning national staffs in the 1C software.
  16. Provide clarification in case of misinterpretations or misapplication by the staff of the HR rules.
  17. Assesses the skills of national staff and attend external capacity building seminars on HR issues in order to develop and implement adequate internal trainings and enhance general competences.
  18. Prepare regular HR workshops for all employees
  19. Prepare HR plans.
  20. Prepare Training plan and provide training to all OXUS Afghanistan employees in link with Training Manager.
  21. Running and updating the Executive Committee Action plan.
  22. Prepare the weekly recruitment follow up.


  • Strong computer skills including Word, Excel;
  • Excellent communication and writing skills;
  • Strong organizational and interpersonal skills;
  • Strong Leadership and managerial skills.
  • Tactful with good social skills.
  • University Degree (any country) in Business, Management, HR.
  • at least three year experience in the similar positions.
  • To be fluent, in reading, writing, and speaking of the local and English languages;
  • To be flexible, having positive attitude and the ability to work under pressure;
  • Strong written and oral communication skills ,knowledge of Microfinance preferred.
  • Advanced knowledge of (Microsoft Windows, MS Excel, MS Word, MS PowerPoint)
