Created in 2007 with funding from MISFA, OXUS Afghanistan was able to build on ACTED’s experience and past programmes in the country, in particular a micro-loan initiative to provide farmers with seeds and tools for sowing. OXUS Afghanistan operates 19 branches across the country and is one of the largest microfinance provider in the country.

  About the job
In the context of its development, OXUS Afghanistan is recruiting a CBS project Manager. He (or she) will work under the direct supervision of OXUS Afghanistan Chief Executive Officer (CEO), in designing and managing the migration from the legacy system to the new Core Banking System Abacus edited by Fern. This position will also require very regular interactions with OXUS network international headquarters (ODN) supervising the CBS project at group level.

II. Responsibilities
  • Coordinate with the CBS provider, OXUS Afghanistan Management and OXUS international headquarters (ODN) to manage the project within the time frame and budget defined:
    • Planning design and follow-up
    • Define and implement the organization of the project, by clarifying the role and responsabilities of each sub-team (Operations, IT, Finance, Change management) of OXUS CBS team and by scheduling regular meeting with each key stakeholder
    • Ensure that both parties, OXUS and FERN, participate to the success of the project, according to the contract signed
    • Manage the CBS team by giving clear objectives to achieve, tasks to realize, coaching them in order to follow the achievements, to identify the difficulties and to find solutions
    • Deal internaly and with provider on specific developments needed, with a double strong objective of using the standard Abacus in priority, and to harmonize the procedures within the OXUS network
  • Responsible with the operation CBS team, and the provider on operational aspects of the project:
    • Optimization of the client relationship and credit activity
    • Identification of the best solutions proposed by Abacus to support this optimization [functional specifications], and by Biznet for the reporting
    • Documentation of (i) the optimized processes, (ii) thenew CBS and (iii) the new reporting tools
    • UAT
    • Training of the trainers ; of the end-users
    • Supervise the project’s technical activities
      • Technical specifications and IT systems architecture definition
      • Hardware procurement (quality of equipment, tariff negotiation …) and connectivity services agreement
      • Security strategy and management
      • Migration of data
      • Set-up of the new CBS and reporting tool
      • Technical tests


    III. Qualifications and skills required
    • Master’s degree
    • A 2 years experience minimum in MIS project management, and in the microfinance or financial sector
    • Experience in a multicultural working environment
    • Strong organizational skills as well as interpersonal skills
    • Fluency in in written and oral English is a prerequisite
    • Familiarity with Afghan culture and knowledge of Persian & Pashto would be a plus
